Special Purpose Zones and Precincts

Plan Change 88J: Precincts (PREC)

A precinct is a special, defined sub-part of a zone which has specific land use provisions. The objectives, policies and rules of the underlying zone apply in addition to any relevant provisions of a precinct unless stated otherwise. The three Precincts proposed are the Oil Refinery Precinct, the Hīhīaua Peninsula Precinct and the Port Nikau Precinct.

Oil Refinery Precinct (ORP)

The Oil Refinery Precinct applies to the land associated with the Marsden Point Oil Refinery, which is identified as regionally significant infrastructure. The Precinct is consistent with the Heavy Industrial Zone but also permits all activities that are associated with the refinery.

Hīhīaua Peninsula Precinct (HPP)

The Hīhīaua Peninsula Precinct enables an expanded range of mixed-use activities within a portion of the Mixed-use Zone between Dent and Herekino Streets. The activities supported by the Precinct include residential units at ground floor, smaller scale retail activities and food and beverage activities.

Port Nikau Precinct (PNP)

The Port Nikau Precinct enables the development of a mixed-use environment where people can live, work and play within the area with a specific focus on amenity values, urban design and open space. The Precinct applies to several underlying zones within Port Nikau.

Plan Change 143: Airport Zone (SPA)

The Airport Zone provides for the Whangarei Airport (the Airport) and compatible activities.

Why?

The Airport is a significant resource that contributes to the social and economic well-being of Whangārei and the Northland Region, and elsewhere within New Zealand as part of a national network of airports. The District Plan needs to provide for the operation of the Airport and activities that are compatible with the Airport’s function. Adverse effects from the Airport Zone on surrounding residential and open space areas must also be managed.

Where?

The Airport Zone includes the current Whangarei Airport site at Onerahi and extends to a few adjacent properties.

What are the key features proposed?

  • Activities which are not related to or compatible with airport services require resource consent.

Plan Change 144: Port Zone (SPPO)

The Port Zone allows the on-going operation and maintenance of the Whangarei Port.

Why?

The Port Zone recognises the regional significance of the Whangarei Port and its importance to the Whangarei District and to the Northland Region.

Where?

The Port Zone will apply to the Whangarei Port located at Marsden Pointsite at Ruakaka.

What are the key features proposed?

  • Enable the operation and maintenance of Whangarei Port.
  • Enable activities which support the ongoing operation and maintenance of Whangarei Port.
  • Enable future expansion of the Whangarei Port.
  • Discourage incompatible activities.

Plan Change 145: Hospital Zone (SPH)

The Hospital Zone covers Whangarei Base Hospital and medical facilities and supported residential care facilities.

Why?

The Hospital Zone recognises the regional significance of the facilities on the Whangarei Base Hospital site and their importance to Whangarei District and to the Northland Region. It is expected that there will be further development needed to cater for expanding populations within both Whangarei District and the wider Northland Region.

Where?

The Hospital Zone will apply to the Whangarei Base Hospital site on the southern side of State Highway 14 in the Maunu area of Whangārei City.

What are the key features proposed?

  • Enable operation and maintenance of the hospital.
  • Enable activities which support the ongoing operation and maintenance of the hospital.
  • Enable future expansion of the hospital.
  • Discourage residential activity unless it is associated with a supported residential care facility.
